The Texas Dream Act

In 2001, Texas became the leader by passing House Bill 1403, the Texas Dream Act. This landmark legislation, which was authored by former State Representative Rick Noriega, allows certain students to pay in-state tuition at colleges and universities throughout Texas regardless of where they were born.Over 250,000 students have built their futures because of this law—they have obtained degrees, built families, started businesses, and have become members of our community. They want to work, pay taxes, and contribute as Texans.

Then everything changed in one day.

On June 4, 2025, the federal government sued Texas to kill the Texas Dream Act.

Our own Governor and Attorney General refused to defend it. Instead, without a fight, they colluded with the Department of Justice to end the Texas Dream Act. A federal judge then signed an order that stops Texas from providing in-state tuition to students under the Texas Dream Act.

We are fighting back!

What happened in that case is a travesty and a sham. Now the higher education opportunities of these students are at risk. Students will be forced to pay $30k or $40k for tuition, instead of $10k … for the same education. All because their own state gave up on them.

But Dreamers are not alone, and the case is not over—and We’re Fighting Back
